Curriculum, continuing education, and technical level
Dr. Ouakil has completed a comprehensive curriculum to obtain the diploma in Plastic, Reconstructive, and Aesthetic Surgery in 1990, after the internship at the Hospitals of Paris. This allows him to perform all acts of aesthetic medicine and surgery without restriction. He is also insured for Civil and Professional Liability.
He provides a highly committed support through numerous pre and postoperative consultations, close follow-up in the medium and long term, and total availability, exemplified by providing his mobile phone number to all his patients.
Weekly participation in hospital staff meetings and regular attendance at Aesthetic Surgery and Aesthetic Medicine conferences, reading national and international specialized professional journals, and visiting colleagues, particularly in Brazil, ensures the maintenance of a good level of knowledge and the development of recent and cutting-edge new techniques, thus offering the best possible results to patients. A very critical mindset regarding all new miracle solutions that are too quickly praised by the media, often manipulated, is an additional guarantee of success.
He performs all these treatments himself and does not delegate any act of aesthetic medicine or surgery to a collaborator.
Dr. Ouakil is registered with the medical council as a graduate in plastic, reconstructive, and aesthetic surgery.

The Consultation
The consultation is an essential step in Aesthetic Medicine and Aesthetic Surgery. Dr. Franck Ouakil dedicates ample time to this crucial preparatory phase. Its purpose is to listen to the patient's deep motivations and expectations, and in response, to inform them clearly and sincerely about the proposed treatments and expected results, emphasizing technical limitations and the real chances and risks.
Only the initial consultation is chargeable. A second consultation is systematically offered to perfect the preparation and complete the preoperative information.
Aside from pure local anesthesia, a preoperative consultation with the anesthetist is mandatory between 30 and 2 days before the procedure.
Information, consent, and estimate
A detailed information sheet, prepared by Dr. Franck Ouakil, will be provided and countersigned by the patient for the most significant surgical acts. Combined with the reading of the website, it will ensure serious and reassuring preparation for the intervention.
An estimate (mandatory for surgical acts exceeding €350) is provided in duplicate. Each copy is signed once by the surgeon and twice by the patient. The first time on the date of the estimate's issuance and another time upon acceptance, at least 15 days later, corresponding to the minimum and non-compressible legal reflection period. This allows for a calm and serene decision-making process. See a sample estimate.
A mutual informed consent document will be systematically presented to the patient, who must read, complete, and sign it. See a specimen of the CME.
Clinics
The surgical establishments where Dr. Franck Ouakil performs Aesthetic & Reconstructive Surgery meet the strictest safety standards and high-end reception, care, and comfort standards. These include the Aesthetic Clinic of Paris 16th, Mozart, and the Sainte-Isabelle Clinic in Neuilly-sur-Seine, 92200.
The application decrees of July 11, 2005, followed by the circular of December 23, 2005, of the law of March 4, 2002, on aesthetic surgery, now impose on practitioners that surgical acts for aesthetic purposes be performed only in facilities specifically dedicated within establishments that have received prefectural accreditation and validated by the DDASS according to article D 766-2-2 of the Public Health Code.
Article D 766-2-3 of the Public Health Code further specifies that: "Aesthetic surgery facilities are distinct from all premises used for residential or commercial or industrial purposes and do not communicate with these premises."
The aesthetic surgery facility must include:
- A reception area;
- A full-time or part-time hospitalization area;
- An operating sector, including at least one post-intervention monitoring room;
- Optionally, an area for preparing and serving meals.
The medical team performing aesthetic surgery interventions in these facilities includes only:
- One or more qualified specialist physicians or holders of a diploma of complementary specialized studies of group II in plastic, reconstructive, and aesthetic surgery;
- One or more qualified competent physicians or holders of a diploma of complementary specialized studies of group I in plastic, reconstructive, and aesthetic surgery;
- One or more qualified specialist physicians in anesthesia-resuscitation or qualified specialists in surgical anesthesiology-resuscitation;
- One or more qualified specialist physicians in maxillofacial surgery and stomatology, in otorhinolaryngology and cervicofacial surgery, in ophthalmology, in gynecology-obstetrics, or in urological surgery, or qualified competent physicians or holders of a diploma of complementary specialized studies of group II in maxillofacial surgery and stomatology, in facial and neck surgery, or in urological surgery.
The physicians mentioned in 2° and 4° only perform aesthetic surgery within the framework of the specialty in which they are registered with the order.
When one or more persons are present for an aesthetic surgery intervention, the paramedical team includes, day and night, in addition to specialized personnel working in the operating sector and in the post-intervention monitoring room:
- At least one nurse;
- At least one nursing assistant.

Coverage and agreement
Certain acts may be covered by social security, after prior agreement with your fund or automatically, according to complex but precise criteria, which will be detailed by your surgeon. These requests are highly regulated and the possibilities are limited. Additional fees may sometimes be requested and may potentially be subject to total or partial reimbursement by your mutual insurance. Dr. Franck Ouakil is established in sector 2 under agreement, which allows him to perform this type of act.
